The Regional SHEQ Manager is responsible for leading, governing, and continuously improving the organization’s Safety, Health, Environment, and Quality management systems across Indonesia, Singapore, Malaysia, and the Philippines. The role ensures compliance with applicable legislation, mining regulations, customer requirements, and international standards including ISO 9001, ISO 14001, and ISO 45001, while fostering a strong safety culture, operational excellence, sustainability performance, and quality assurance throughout the organization. The incumbent acts as the regional subject matter expert and advisor on SHEQ matters, drives risk management initiatives, promotes continuous improvement, and supports business growth through safe, sustainable, and compliant operations within the mining and heavy equipment industry.

Main Accountabilities:

  • SHEQ Governance & Management System:
    • Lead the implementation, maintenance, and continual improvement of the regional Integrated Management System.
    • Ensure compliance with ISO 9001, ISO 14001, ISO 45001, mining safety regulations, and applicable legal requirements.
    • Maintain SHEQ policies, procedures, standards, and work instructions.
    • Lead management reviews and action closure.
  • Safety Leadership & Risk Management:
    • Develop and execute the regional safety strategy and annual SHEQ roadmap.
    • Lead hazard identification, risk assessment, critical risk controls, incident investigation, root cause analysis, safety observations, SHEQ walks, Life Saving Rules, and behavior-based safety programs across field service, workshops, warehousing, mining site operations, and contractor activities.
  • Quality, Environment, Compliance, Audit, Emergency Preparedness, Training & Regional Leadership:
    • Establish quality governance, monitor customer complaints and non-conformances, and lead CAPA and quality assurance programs.
    • Manage environmental compliance and sustainability initiatives such as CO2 emissions, waste management, energy efficiency, etc.
    • Support the regional sustainability reporting and drive the achievement of corporate sustainability targets.
    • Monitor regulatory changes in SHEQ area, conduct assessment and identify the gap, and ensure the compliance of all regulations related to occupational health, environment, hazard, and related mining regulations.
    • Leading PIC for internal and external SHEQ audits when applicable and ensure closure of findings.
    • Conduct periodical assessment of SHEQ on sites and create strategy and action plans for continuous improvement.
    • Establish emergency response and business continuity programs.
    • Develop SHEQ competency frameworks and training plans.
    • Lead regional SHEQ personnel, manage budgets, establish KPIs and dashboards, and advise executive leadership on SHEQ risks and opportunities.

Requirements: 

  • Bachelor’s Degree in Occupational Health & Safety, Environmental Engineering, Mining Engineering, Mechanical Engineering, Industrial Engineering, or related technical disciplines. Master’s Degree in SHEQ, Engineering, Risk Management, Sustainability, or Business Administration is preferred.
  • Minimum 10 years of SHEQ experience, including at least 5 years in a leadership role.
  • Experience in mining, heavy equipment, construction, drilling, or industrial environments. Multi-country or regional management experience is preferred.
  • ISO 9001, ISO 14001, and ISO 45001 Lead Auditor certifications.
  • Incident investigation certification such as ICAM, TapRooT, or equivalent.
  • Risk management, First Aid, and Emergency Response certifications.
  • Relevant country-specific SHEQ certifications or knowledge, such as AK3 Umum, SMK3 Auditor, POP/POM, bizSAFE, WSH Auditor, SHO/DOSH, BOSH, COSH, or mining safety and health requirements.
  • Integrated SHEQ management systems; ISO 9001, ISO 14001, and ISO 45001; mining and occupational safety regulations; environmental compliance; incident investigation; risk management; audit and assurance; CAPA; emergency preparedness; sustainability reporting; contractor management; customer quality assurance; regional stakeholder management.
